Yes they can, at least in California. It is called forced vacation and it is perfectly legal. "Employers in California and other states have the legal right to dictate when an employee will take his or her vacation, based on business needs," says the Human Resource Blog.
What do the employers gain by it? Vacation hours are paid hours and they are accrued liability. It makes the budget look neater, especially at the end of the year, especially a non-profitable one, especially in the middle of a recession. Do they have to be dicks about it? They certainly do not. So if you are forced to take all your hard-earned vacation hours prior to the end of the year so the company can keep its budget looking good and healthy when it is anything but, remember that you have some say in when to use those hours.
